Public bins locked to stop scavengers in Girona

The economic situation is now getting so bad that the townhall of Girona (up north in Catalonia) has ordered that public bins be locked in order to stop scavengers getting in looking for food. It seems that the tramps digging through bins are offensive to some. The townhall will be putting stickers on the bins informing tramps of how to get “free food” from local social assistance programmes.
