Ideal has discovered that a company called PRODA, which was awarded a contract by the Vera townhall to build some warehouses on the outskirts of town in a public tender, started selling off these warehouses six months before the tender was published, bid for and won.
This company must have been, as Ideal points out, very sure that they were going to win the public tender if they were selling them before having been awarded the contract!
Quite apart from the fact that it was illegal, it does point to a whiff of corruption somewhere….

All this happened in 2005 / 2006, but the paperwork has just been unearthed by the newspaper.
